      In this it resembled the system in New York, where the Constitution of called for a "Council of Revision" by the Governor and Justices of the state supreme court. The council would review and in a way, veto any passed legislation violating the spirit of the Constitution before it went into effect. Including all the state ratifying conventions around the country, a total of fewer than two thousand men voted on whether to adopt the new plan of government. In the end, the Constitution only narrowly won approval. In New York, the vote was thirty in favor to twenty-seven opposed.
